To me the rain should be coming from the North east. Let V1 be the velocity of rain, and V2 be the velocity of the man. The velocity V12 of rain relative to man V12 = V1-V2.

If you try to draw a vector diagram for the above, the direction of V12 will be along/with an arrow pointing down. Hence rain will appear coming from north east.

As the man is moving towards east, by relative motion the rain appear to come from the east.
