Resultant velocity can be determine by completing parallelogram law of vectors hence resultant velocity is northeastwards so man feels rain comes from the north east.

As the man is having an acceleration eastwards, a pseudo force will act on the rain drops towards the opposite direction so it will appear to go towards west and coming from east.

It can also be in the northeast direction.

With vertical, the rel-velocity will be inclined and appear to be coming from east. So the right answer is east.
