Prorogation.

Prorogation means the termination of a session of the House by an order made by the President under article 85(2)(a) of the Constitution. Prorogation terminates both the sitting and session of the House. Usually, within a few days after the House is adjourned sine die by the presiding officer, the President issues a notification for the prorogation of the session. However, the President can also prorogue the House while in session.

Both Lok Sabha and Rajya Sabha was prorogued by the President of India Pranab Mukhrjee on 10 September 2013. Lok Sabha (Lower House of the Parliament) was adjourned sine die on 6 September 2013 and Rajya sabha (Upper House of the Parliament) was adjourned sine die on 7 September 2013.

The speaker has the power to prorogue (postpone/adjournment) the lok sabha. B is the right answer. While the president has the power to discontinue a session in Parliament. So B is correct answer.

Speakers declare the house adjourned sine die when the business of a session is completed. Within next few days the President issue a notification for the prorogation of the session.

Prorogue means ending the parliament session (last day in that year). The power to SUMMON (start) and PROROGUE the session rests with in the hands of SPEAKER. President has no power regarding this.

The President has the power to discontinue a session in the two Houses and dissolve the Lok Sabha (in consultation with the Executive).

Speaker is the answer in this case. In case the speaker is unavailable the president has the power to prorogue it.

Answer should be the speaker. As any session which is currently going on can only be discontinued by the speaker.
