Prorogue means ending the parliament session (last day in that year). The power to SUMMON (start) and PROROGUE the session rests with in the hands of SPEAKER. President has no power regarding this.

Answer should be the speaker. As any session which is currently going on can only be discontinued by the speaker.

The speaker has the power to prorogue (postpone/adjournment) the lok sabha. B is right answer. While president has the power to discontinue a session in parliament.
