248.Residuary powers of legislation.-
(1)Parliament has exclusive power to make any law with respect to any matter not enumerated in the Concurrent List or State List.
(2) Such power shall include the power of making any law imposing a tax not mentioned in either of those Lists.

Residuary powes are those powers which come not under any of the three lists i.e state list concurrent list and union list.

Residuary powers are those powers which can be made by the parliament only. It is different from 3 lists, union list, state list and concurrent list.

The residuary are powers, that can only be used by the central government, that are not included in state list, central list.
