Actually, as doctrine by historian the second Chandragupta (Bikromadirrya) did not founded any Samvat, it had been assumed, because when he defeated sakes he took on his title 'Sakary', and his dynasty period was 380 to 414 AD, but 'Bikram Samvat was held 58 BC.

I think the question is wrong, although it is assumed that according to his popularity that the Samvat may be established by him, but there is no reason that it had took for commemoration of his victory over Sakas.

Vikram Samvat is the calendar established by emperor Vikramaditya. It uses lunar months and solar sidereal year. It is the official calendar of Nepal, also termed Bikram Sambat, but is computed using the tropical year.

The Vikrama Samvat is said to have been founded by the emperor Vikramaditya of Ujjain following his victory over the Sakas in 56 BCE, although it is popularly (and incorrectly) associated with the subsequent king Chandragupta Vikramaditya. It is a lunar calendar based on ancient Hindu tradition (see Hindu calendar and Vedic time keeping). The Vikram Samvat calendar is 56.7 years ahead (in count) of the solar Gregorian calendar.
