Foam type is best for petroleum fire because it block the entry of oxygen and extinguishes fire.

Powder and foam both answers are correct, ABC type powder fire extinguisher contains mono amonium phosphate which is also used for extinguishing liquid fires.

Powder as well as foam both cam be the answer because as a powder form it is used as chemical powder which has specific properties. And as foam it is also used as it decreases oxygen supply to great extent.

ALL fire extinguishers are designed to put out fires. A Dry extinguisher uses a powder or gas rather than a liquid, and cuts off the oxygen to the fire. They can be used in freezing conditions where a water type extinguisher would be useless.
