I think foam is a good answer here as compared to foam because suppose fire is not on a horizontal surface then how foam could work upon petroleum fire.

For foam extinguisher to petroleum fire the may intermix to form a heterogeneous equilibrium.

However, powder type extinguisher is used for petrol fire.
