The salinity is not even in all the areas of sea. It varies from 3.1% to 3.8%. :).

I think salinity of the sea water depends on the surrounding land mass. Due to the water run-flow from the land some minerals dissolved and added into the oceans from billion of years. And also by, waste from animals living in oceans and there are some other reasons also.
