In IMD, Hydrogen gas is used to fill a balloon. The He may be for other purposes. Here, the purpose is not mentioned.

ya and also we don't want our kids crying in case the balloon bursts or is set on fire party will stop there itself only.
So helium is a safer option.

This question should say "Floating balloons are filled with", if its just "balloons" it can be filled with anything.

Well, helium is a lighter and inflammable (non combustible) gas, hence used in filling the air balloons.
