Because fluorine is halogen and all halogens are more electronegative. (2) it obeys octet rule and from its electronic configuration 1 electron is less to cmplt da octet. So it is electronegative.

F is the answer because electronegativity increases across the period and decreases down the group. Fluorine has a value of 3.98 from Pauling scale which decreases down the group.

Valency of f is 7. So it need 1 electron to complete their octet so f is more electro negative.
