As atomic number increases the force of attraction b/w the nucleus and the outer most shell increases. So it gains electrons from other elements and become electro-negative.

When we go to the left to right in periodic table atomic sizes are decrease and electro negativity are increase.

Fluorine has higher electro-negativity due to high polarity of fluorine atom. Polarity ratio charge. And size. So inversely proportional to size, smaller size high polarity.

As we go in the periodic table from right to left electonegativity decrease and as we go from upper to down in the periodic table electronegativity increase.

Ok it cause the element is highly electronegative.

Fluorine is the most energetic element among all.

Fluorine is the most electronegative element than other options as it has more tendency to attract the electrons toward itself.

@Supriya.

I think you don't know about the trends in the periodic table atomic size decreases as you go from left to right and as the number of protons increase of electrons increases attraction increases therefore oxygen is bigger than fluorine.
