As we go in the periodic table from right to left electonegativity decrease and as we go from upper to down in the periodic table electronegativity increase.

Fluorine has higher electro-negativity due to high polarity of fluorine atom. Polarity ratio charge. And size. So inversely proportional to size, smaller size high polarity.

As atomic number increases the force of attraction b/w the nucleus and the outer most shell increases. So it gains electrons from other elements and become electro-negative.

Oxygen is smaller in size as compare to fluorine but oxygen has 2 electrons in its balance shell which is difficult to gain and fluorine has only one electron it can gain it easily need less energy as compared to oxygen. Thus fluorine is more electronegative.

Florine is most electronegativity due to small size. In periodic table going to left to right atomic size decreases & electronegativity increases. As we move right to left of periodic table EN decreases then atomic size increases.

Flurine is a chemical elements we known but atomic size decrease and nuclear charge increase due to gain of two electron because attraction force nucleus and adding electrons.
