Carbon in solid phase can exist in three crystalline forms they are diamond, graphite and buckminsterfullerene. Diamond form covalent network structures. It undergoes sp3 hybridisation. Each carbon has tetrahedral shape.

Because of the presence of sp3 hybridization and bond length is very less.

It is the hardest substance in the world till now and also it has no free electron so it is a non-conductor of electricity.

Diamond is an allotrophe of carbon. The answer lies in the way the carbon atoms form bonds with each other.
In diamond each carbon atom is the same distance to each of its neighboring carbon atoms. In this rigid network atoms cannot move. This explains why diamonds are so hard and have such a high melting point.
