Xylem and pholm are develop in process of growth. Primary growth is the first and older part of the stem that is thin, Then secondary growth comes to help support the steam in width as lateral emp that also has a 2nd xylem and phlom.

Provascular tissue is an embryonic tissue located in the vascular cylinder. Although this provascular meristem doesnot directly give xylem or phloem. It produces precursor cells that will give rise to xylem and phloem.
