Frictional force of the sliding more than the rolling because surface area of sliding body more than the rolling body.
Example: If we throw a bangle on a flour which has slight rough surface.

Static friction:- friction offered by the body when it is in steady.
When the body is moving as compared to steady state it offers less friction than the steady state.

And in other C option when potential energy is converted into kinetic energy experience certain friction on the surface.
