What ever current was flowing in the component before (may be 0.1 or 10000A) it doesn't matter. When the component fails and become an open circuit, the current can't flow further. So it ceases(stops to flow). I=0A

Here the question is about component fails by developing an open ckt- means it refers to the component is going to be an short ckt, hence the current will flow. I think the anw may be 'b'.

If it is a fuse, the answer is correct,

For example if the component resistor burnt means the current capacity will increase.
