What ever current was flowing in the component before (may be 0.1 or 10000A) it doesn't matter. When the component fails and become an open circuit, the current can't flow further. So it ceases(stops to flow). I=0A

Here the question is about component fails by developing an open ckt- means it refers to the component is going to be an short ckt, hence the current will flow. I think the anw may be 'b'.

Hello @Naga for short circuit current will increases instead of decreasing.

In open circuit current is zero but here component fails by developing an open circuit. So current will be ceases i.e. stop to flow.

If it is a fuse, the answer is correct,
For example if the component resistor burnt means the current capacity will increase.
For example if the component resistor burnt means the current capacity will increase.

The current will cease because it has been already mentioned in the question (component fails by developing open circuit).
