The nucleus of atom consists of proton, electron and neutron. So when we remove neutron we get positively charged.

Non neutral means it is not a proton, but it can be an electron or a proton. An atom can't lose or gain a proton but it can gain or lose an electron. For example if hydrogen element loses an electron a hydride ion is formed whereas if it gains an electron to complete its duplet hydrogen ion is formed. Therefore in both the cases a charged ion is formed may be positive or negative.

Nucleus of atom contains only protons (+ve) and neutrons (neutral) and electrons which revolve around nucleus (-ve).
Whenever a non neutral charge is removed it is positively or negatively charged accordingly when either proton or electrons are removed.
Thus its a charged ion.

But only electrons can be removed not the protons.

Ya Tushar is correct. When electrons are removed it becomes +vely charged if the electrons are added it becomes -vely charged.
