More the no. of valence electrons then more the strength of bond will be. Thats why noble gases(with 8 valence e they are inert to react).
We classify substances which ve
1,2,3 valance e - conductors
exactly 4 valance e - semi conductors
5,6,7 valance e - insulators
8 valance e - noble gases

If it has 8 valance electron it is completely filled.
Since semiconductor is partially filled its valance electron is 4.

Valence shell is the outer most shell and has least of 4 electrons for conductors.

When no of valence electron in an atom is less than 4 , the material is usually a metal and a conductor. ex:sodium, magnesium, alluminium which have 1, 2 , 3 valence electron respectively.
When no of valence electron in an atom is more than 4 , the material is usually a non metal and a insulator.Ex:nitrogen, sulphur, neon which have 5, 6 ,8 valence electron respectively.

Semi conductors are the devices whose conductivity lies in between the insulators and pure conductors. In general some elements from 3A (BORAN) , 4A (Si, Ge) , 5A (As, Sb) 6A (Te, Po) are the semiconductor metals having unfilled valency electrons.

@ manish bagga.. clerify whether conductors or insulators have more valence electrons...??

Yes it is true that semiconductor have 4 electrons in outer most shell and conductor have less than 4 electron in the outer most shell and insulater have 8 electron in outer most shell.

Semiconductor are those atom which are not conductor of electricity or not insulator i.e. its electricity lies b/w of them.
