The output voltage is not taken from the resistor but at the capacitor therefore the answer should never/will never be B. Output is taken from a shorted capacitor therefore the answer could be A.

In RC integrator circuit capacitor is in shunt with the resistor. Here both are not in series so it shouldn't be option B.

When capacitor shorts output voltage across capacitor is zero volts so option "C" is also correct.

The answer 'with respect to' is not specified in the question. Therefore zero could also be true.

When both are connected in series the resistor will measure the input voltage. So it may be B.

@Neelaji.

The ground voltage need not to be 0V. It may be -ve or positive too.
