T = R*C.
= 470 kohm* 0.002 microfarad.
Completion of charging and discharging is equal to 5T.
Time to discharge = 5*470 kohm* 0.002 microfarad.
Answer = 4.7 ms.

@Manish.
Capacitor charges and discharges 100% in time which is 5 x RC (always).

How this come?
5 times RC?
5 times RC?

T=R*C
=0.940 * 10^-3
(capacitor charges 5 time constant)
Time to discharge = 5 * 0.940 *10^-3
= 4.8ms
(approximately equal to 4.7ms)
