2.82 is 3 times constant which means 0.95*15=14.25V across C.
Remaining voltage drop across R=15-14.25=>.75 v.

Vin = Vc+Vr.
Vr = Vin-Vc.
Vc = Vin*(1-e^(-t/RC)).
Vc = 15*(1-e^((2.82*10^-3)/(0.002*10^-6*470*10^3).
Vc = 14.25V.
Vr = Vin-Vc.
Vr = (15-14.25) = 0.75V.
