(1-e^(-t/RC))=0.63 for t=RC and it is 0.86 for t = 2RC.

t = 32.8 * 10^-6.
RC=16.4 * 10^-6.
VC=vin(1-e^-t/RC),
5 * (1 - e(-32.8 * 10-6 ÷ 16.4 *10-6)).
Answer = 4.3V.
