Actually pal can be reprogrammed it itself stands for prgrameed array logic in which and is programmable and or logic is fixed.

The OR plane of PAL (Programmable array logic) is fixed (not programmable) where AND plane is programmable in PAL. If both are programmable then only it can be re-programmable but here OR plane is fixed. So, PAL cannot be re-programmable.

PLA (Programmable logic array) can be re-programmable.

All inputs are the first fuse linked to 'and' gates.

All outputs from 'and' gates are fuse linked to 'or' gates as inputs.
