|The OR plane of PAL (Programmable array logic) is fixed (not programmable) where AND plane is programmable in PAL. If both are programmable then only it can be re-programmable but here OR plane is fixed. So, PAL cannot be re-programmable.
PLA (Programmable logic array) can be re-programmable.

|All inputs are the first fuse linked to 'and' gates.
All outputs from 'and' gates are fuse linked to 'or' gates as inputs.
