If Vz(zener voltage) is 6v then answer is 19mA.
Terminal 1 is +ve and terminal 2 is -ve.

I = (Vs - Vz)/R.
I = (13 - 6)/1,
I = 7 mA.

V = IR.

-13 + 1000I+ 6 = 0,

I = 7/1000 = 7 mA.
