This is because as we know the job of NOT gate is to inverse the input. The same thing is happening here. As the input is increasing the out will decreases.

I think it's because transistor producing 180-degree phase shift at the output.

Yes, it would be a NOT gate since a Common-Emitter Amplifier introduces 180° Phase shift or it reverses the polarity of the input which is the main function of a NOT gate.
