Yes, it would be a NOT gate since a Common-Emitter Amplifier introduces 180° Phase shift or it reverses the polarity of the input which is the main function of a NOT gate.

@Krishna is right because we know CE amplifer produces 180 degree phase shift at output.

This is because as we know the job of NOT gate is to inverse the input. The same thing is happening here. As the input is increasing the out will decreases.
