In the transistor biasing, we are using -Vcc which is true. But the Vbe voltage is positive right which is 0.7V. That's why the ground is positive.

As PNP transistor diagram it represents conventional current flow (+ve to -ve) , here arrow indicate towards base terminal. So that current flow from ground to VCC. Ground is much +ve than other.

Ground 0V is positive.
For PNP transistor because it has negatively biased -ve at collector end.
For PNP transistor because it has negatively biased -ve at collector end.

In NPN transistor all voltages are positive.
But in PNP transistor all voltages are negative. So ground is positive.
But in PNP transistor all voltages are negative. So ground is positive.

Since in forward biasing pnp emitter is +ve wrt base so veb is +ve but vbe will be -ve. Vcc needs to reverse bias collector so -ve. Vc is collector voltage wrt ground. Which is made -ve wrt ground. So appropriate answer is ground. Which is +ve wrt capacitor, same as base terminal, but -ve wrt emitter. So answer is ground.

Its ground if it is in CE mode. If in any other mode then +vcc is the most positive.
