Because this is a pnp transistor, so while biasing -Vcc is applied to it. Thus with reference to ground all the voltage are negative, so ground is the answer.

If we apply +Vcc then it will be max. Because maximum o/p can be Vcc. O/p can't more than Vcc. Then how can you say ground?

When doing transistor biasing then all voltage are negative with respect to GND hence GND is most positive to other.
