Yes, When we put R=0 then we will be able to get power dissipation maximum but the question is what value of R.
So there must be some value of R as R=0 is not an option because in the real world no resistor value is zero. So out of other options, we have to select the R that has the least value or closest to zero. Option C has the value that is closest to zero. We will get max power when we will put 9 ohms resistor.

Putting R=0 provides a short circuit path for the current hence max current can flow. So max power will be dissipated in r=30 ohm resistor.
