At t=0 there is no flow of current through inductor because inductor does not allow sudden change in current. So v=IR, I=20/20=1A.

At t <0, no current will be there in the inductor.

As inductor doesn't allow the sudden change in current, the across it immediately after the switch is closed is zero.
