Simply convert it to voltage equivalent circuit, the parallel resistor goes in series with capacitor and supply. Output is taken across capacitor which makes it a low pass filter and specifically a lag network.

on solving it there is 1 zero at -1/T and pole=0. As zero>pole indicate lag network.
