My answer is 13.7 mA because the load current has to remain constant. If input voltage increases load current also increasing instead of being load current constant as resistance is not varying. We have to take voltage source value as 20v instead of 30.
I(min)=Iz(min)+Io(max),
14.2 = 0.5 + Io(max).
I(min)=Iz(min)+Io(max),
14.2 = 0.5 + Io(max).

Explanation is just up to source current, hence if extended up to load current the answer is 23.7 mA.

For load current 24.2-0.5 = 23.7 mA where 0.5 mA is zener knee current.
