Its wrong answer.

To find wright find voltage at negative terminal by.

1 k/[1 k+10 k]*10 mv = 0.9 mv.

So max offstet v = 10 mv-0.9 mv = 9.1 mv.

The answer is right.

Because it is a non-inverting amplifier as a signal is given at positive terminal of opam.
So output voltage = Vin(1+Rf/R1),
= 10mv(1+10k/1k),
= 110mv.
