Input is at the base, always look through emitter (irrespective of the type of configuration) and write the resistance in denominator and output is at the collector, so look through the collector and write the resistance. The negative sign is only for CE configuration.
Here B=Beta (consider it to be larger) => Av=- Rc/Re.
