Consider a circuit containing capacitor, which is initially discharged. When power supply is switched on, it will behave as a short circuit and the current through it will be very high (since short circuit path and no resistance offered). This sudden high current is called the Surge Current. And it can damage the circuit due to overheating of components.

Surge protector is used in circuits requiring large capacitor for circuit protection. And it is usually a resistor = Surge resistor. This is connected between the diode rectifier circuit and the capacitive filter circuit for the same purpose.
