The circuit given here is astable multivibrator and hence the frequency of oscillations is f=1/t and t=0.69(ra+rb)c.

0.693 means it is the value of ln(2).
High time T = ln(2) * C(Ra+Rb).
f = 1/T.
High time T = ln(2) * C(Ra+Rb).
f = 1/T.
