f=1/(0.69*(R1+2R2)*C)

What is this 0.69 instead of 2*pi?

0.693 means it is the value of ln(2).

High time T = ln(2) * C(Ra+Rb).

f = 1/T.

The circuit given here is astable multivibrator and hence the frequency of oscillations is f=1/t and t=0.69(ra+rb)c.
