Check the value of Vb each multiple choice using voltage divider bias. 16 (3.75/ (3.75+84) ) =0. 6997 which mean that the common emitter is reverse bias Vb should greater than 0. 7volts to forward bias.

And the transistor operation is in cut-off region which mean no current Ic=Id= 0 which cause VDD=Vd.
