When Ic=saturation Vce=0V. By applying KVL in the right side, we can get;
Vcc-IcRc-Vce-IeRe=0
Where, Vce=0V and Ic=Ie.
Therefore;
Vcc-Ic(Rc+Re)=0.
Ic=Vcc/(Rc+Re)=18V/(3300+510)=4.72mA.
Vcc-IcRc-Vce-IeRe=0
Where, Vce=0V and Ic=Ie.
Therefore;
Vcc-Ic(Rc+Re)=0.
Ic=Vcc/(Rc+Re)=18V/(3300+510)=4.72mA.

Vce saturation means ic is at its maximum value(saturated).
Ideally, we consider Vce to be zero but in actual it is 0.2 to 0.3 volts for up to 50 mA Ic.
