every safety equipment having have some safety factor and fusing factor
i.e.,
every fuse having fusing factor it is 1.2 % of rated current
if u connect a 24 amp fuse wire it will break up load is 29 amps

Practically speaking the fuse rate must always be less than the rated load rate. Then only it could safe it against over current.

Yes, answer is 24A. If current flow exceeds 24A then fuse works and breaks up the circuit, till then circuit is safe.

According to electrical code 80% shall be used in protecting the branch circuit, the circuit has not exceeding 24 A therefore I choose 20 A not a 24 A. Having a 24 A into not exceeding means that circuit may less or more 23 A,

The fuse value should be 1, 2, 3, 4, and 5 ohms further it should be incremented by 5's so after 5 ohm fuse we should use 10, 15, 20, 25, . So the answer is 25. (because the fuse value should be above the current value).
