Under normal conditions semiconductor also doesn't allow current through it.
It needs an external energy source.

A material that does not conduct electrical current is known as an insulator. Paper, plastic, rubber, glass, and air are all good insulators. Although a vacuum is an insulator, it is not material.

At the normal temperature (it means room temperature) semiconductor act as an Insulator or conductors, so the answer is Insulator.

In case of insulator free electrons are very less compared to conductor since. It won't carry current.

Insulator becomes conductive when temperature goes beyond break down level so at high voltage level current flows through it that called abnormal condition.

But at normal condition semiconductor work as an insulator the answer should b semiconductor I think n as temperature increases it work as conductor. So why the answer is insulator.
