If the load of the primary side the high current is flow therefore, the circuit will be damaged so, the fuse definitely connected.

In power transformer primary side low voltage and high current so that's why fuse for protection and fuse is also rating is AMP.

Above answer not a sufficient, first closed circuit it produced flux then need a fused, it circuit is not produceflux in core.
