If the load of the primary side the high current is flow therefore, the circuit will be damaged so, the fuse definitely connected.

In power transformer primary side low voltage and high current so that's why fuse for protection and fuse is also rating is AMP.

Above answer not a sufficient, first closed circuit it produced flux then need a fused, it circuit is not produceflux in core.

The primary side has too many turns so we use low gage wire, therefore, it delicate than secondary as well as costly.

Power transformer in primary large current compart with secondary that's what power transformer secondary is fused.

In high voltage side has less current so fuse is enough to break the circuit safely.

As primary voltage of power transformer is very high it should be definitely fused.

But we know that we don't use fuse for power t/f we use circuit breakers (switch).

It should be fused because on the primary side always varying supply provided.

Primary side voltage is very high.
So, Primary winding should be fused.
