Short means it is a short circuit. In a short circuit, the current is maximum and the voltage drop is zero.

In a series circuit, if it shorted means it allows hug current flow through it.
That's why the answer is false (it never prevent the current).

Series circuit will not prevent the current, it limits the current.

Mr. Mohan, please explain me clearly, when r = 1ohm and v = 6v how the current is 1A?

What is the meaning of short here?
Please give me the answer.
Please give me the answer.

Short in a series circuit allows current. It is why because current travels along the low resistance path. In short the resistance is zero. So the current flows through short circuit. The answer is false.

----R----2R----3R----
Let suppose this is part of a circuit and consider that it is connected to voltage source of 6V. if R=1 ohm then the current in the above give circuit is 1 amp.
Consider we are shorting 'R' in the above circuit then the will become like shown below.
---------2R----3R----
Now for the above circuit the current is 1.2 amp and the value of current changed but not prevented.
Suppose instead of shorting if we open then the circuit becomes like shown below.
---- --2R----3R----
The current in the above circuit is zero. that means opening will cause preventing current.
