Z = R-jXc
= R-j/2*π*f*C.

Now as f decrease, Xc will increase.
As a result whole impedance Z= √(R^2+Xc^2) will also increase.

Z=R-(j/fc), as f decreases, 1/fc factor increases so Z will be decreased. Correct answer is option B. Please change the option as early as possible.

Impedance(z) = R-jXc.

Xc = 1/2pifc now as frequency increases capacitive reactance(Xc) will decreases so total impedance will rise.
