The number of millivolts in 0.06 kilovolts is milli = 10^-3 & killo = 10^3.
So, it's very simple just move the decimal.
60000mv = 0.06kv
Let as assume decimal point will be 60000.mv.
Now just move the decimal point to left i.e 0.060000 X 10^6.
Means 0.060000 x 10^6 x 10^-3 = 0.06 x 10^3(killo).
So, it's very simple just move the decimal.
