According to this,
if you want to simplify the voltage then it will be, V=R * A(V=>31 * 3.5 = 108.5).

Voltage means to push, so push must have to multiply by A(amount of electron) and R(anti-push).

And if you want to simplify the R(anti-push).
Then,
R(anti-push) = V(push)/A(amount of electron),
R = V/A.

As per ohms law,

Voltage V = 110.
Current I = 3.5.
Resistance R = X.

Formula,
R = V/I.

R = 110/3.5 = 31.42 ohms.

Resistance of heating element is 31.42 ohms.
