Answer A is correct.

1W is equal to 1000 milli Watt.
So 0.025 * 1000 is equal to 25 mW.

I think the answer should be 25kw because (kilo means a thousand) and so we multiply by 1000 to be 25kw (0.025 *1000 = 25kw).

= 25 * 10^(-3) W,
= 25 mW.

By this way we can conclude that option D is correct.
